Between August 18 and 21, 2025, the coordinators of the Gender Budget Watchdog Network (GBWN) gathered in the green surroundings of Vučje, Nikšić, Montenegro, for a workshop dedicated to mapping opportunities for civil society organizations (CSOs) to participate in international events and planning the global expansion of the Network. The meeting brought together representatives from across the region in a unique setting where professional dialogue blended with team bonding and sustainable living.
The workshop opened on August 19 with a session on the current situation and challenges in gender budgeting and CSO involvement. Participants reflected on GBWN’s achievements so far, the positioning of international NGOs, and the strategic directions of donors in the field of gender equality. This was followed by a stakeholder analysis, mapping existing GBWN members and partners, and identifying new opportunities for advocacy and collaboration. The second part of the discussion of the day was focused on the mapping of international events where GBWN can present its studies such as the reports on transport from climate change and gender perspective, transport and care, and budget monitoring. The day concluded with a mountain walk, offering time to reflect on the discussions while enjoying the natural surroundings of Vučje.
On the second day, the focus shifted to the future vision of the Network. An open discussion explored what it means for GBWN to become a center of excellence, with concrete steps outlined for strengthening its role regionally and globally. The discussions looked ahead to GBWN’s expansion, developing strategies for communication, partnerships, and the creation of shared methodologies for global outreach. The day ended with a visit to the breathtaking Captain’s Lake, combining learning and planning with the experience of Montenegro’s cultural and natural heritage.
Throughout the workshop, the setting itself played an important role. The Tourist Center Vučje, with its commitment to sustainability, local food, and green surroundings, provided the perfect environment for the team to connect on a deeper level. Shared meals, walks in nature, and time spent together beyond the formal sessions helped to build stronger bonds within the Network’s core team.
As the participants departed on August 21, they carried with them not only plans for strengthening GBWN’s presence on the international stage but also renewed energy and a stronger sense of community. The workshop reaffirmed that advancing gender-responsive budgeting and global advocacy is most powerful when combined with solidarity, sustainability, and the shared vision of creating lasting change.
