This report provides a regional analysis of actual public spending related to gender equality in
the 2024 state budgets of Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro,
Moldova, and Serbia. By examining executed budgets rather than only planned allocations or
policy commitments, the study assesses how governments translated gender equality objectives
into real financial expenditures and programme implementation during the fiscal year.
The analysis combines quantitative budget review with qualitative assessment of institutional
frameworks, drawing on national budget documents, execution reports, administrative data, and
stakeholder consultations. This approach allows the report to evaluate both the formal integration of
gender-responsive budgeting (GRB) and its practical implementation across sectors and institutions.
