How the Work of the Budget Watchdogs Contributes to Better Distribution of Public Financing

The sub-granting scheme in resilience response managed to analyze from a gender perspective 56 local programs and 2 national level funds leading to improved GRB processes in IPA III development (multi-country) with a focus on gender-responsive approach to agriculture and the ministry of agriculture adopted the marking and comments; reviewed 3 municipal plans for fire protection and crises and emergency response, and improved subsidies scheme for the support of rural women in Herzegovina-Neretva Canton law on subsidies in agriculture and in Vlasenica and Bratunac following the analysis of the status quo by the grantees and their direct participation in working groups benefiting 60 women from incentives including the procurement of 75 greenhouses and support for 13 women in starting their own businesses.

In Sarajevo Canton 9 municipalities introduced measures to ensure free access to menstrual hygiene products in all public higher education institutions. In 2024, Moldova took an important step by integrating gender indicators into the State Budget for 2025 and the Medium-Term Budgetary Framework 2025–2027. A key contributor to this progress was our GBWN subgrantee – A.O. EcoVisio. Through their 2023–2024 research “Addressing Gender Inequalities in Access to Agricultural Finance,” EcoVisio provided evidence from the Agency for Interventions and Payments in Agriculture (AIPA) showing how women faced barriers to accessing subsidies. Their recommendations influenced national discussions on agricultural policy. As a result, the 2025 budget increased funding for agriculture by 6.1% compared to 2024, reaching 1,700 million lei, and introduced a gender-sensitive subsidy program. For the first time, eight performance indicators will track women’s participation in agricultural programs, setting concrete targets to close gender gaps — a step aligned with the EU Common Agricultural Policy 2023–2027. 

In Montenegro, the draft of the new Local Action Plan for Gender Equality in Niksic includes activities that WOMEN ACTION lobbied for together with our sub-grantees – NVO MOZAIK. They also made suggestions for the draft of the new National Strategy for Women’s Entrepreneurship: subsidies for green women’s entrepreneurship and for women’s businesses that take into account the fight against the causes of climate change.
