I titulluar <em data-start=\"654\" data-end=\"744\">\u201cForm\u00ebsojm\u00eb Buxhetet S\u00eb Bashku \u2013 Si Mund t\u00eb P\u00ebrfshihen Qytetar\u00ebt dhe OShC-t\u00eb n\u00eb Dialog?\u201d<\/em>, ky sesion ofroi nj\u00eb platform\u00eb p\u00ebr shk\u00ebmbimin e p\u00ebrvojave, identifikimin e sfidave kryesore dhe promovimin e praktikave m\u00eb t\u00eb mira q\u00eb mund t\u00eb form\u00ebsojn\u00eb procese buxhetore m\u00eb gjith\u00ebp\u00ebrfshir\u00ebse dhe t\u00eb p\u00ebrgjegjshme.<\/p>\n<h3 data-start=\"961\" data-end=\"1008\">Nd\u00ebrtimi i Pjes\u00ebmarrjes Gjith\u00ebp\u00ebrfshir\u00ebse<\/h3>\n<p data-start=\"1010\" data-end=\"1524\">Nj\u00eb tem\u00eb qendrore e sesionit ishte r\u00ebnd\u00ebsia \u2014 dhe v\u00ebshtir\u00ebsia \u2014 e sigurimit q\u00eb konsultimet publike dhe p\u00ebrpjekjet e buxhetimit pjes\u00ebmarr\u00ebs t\u00eb reflektojn\u00eb n\u00eb m\u00ebnyr\u00eb reale z\u00ebrin e t\u00eb gjith\u00eb an\u00ebtar\u00ebve t\u00eb komunitetit, ve\u00e7an\u00ebrisht grupeve t\u00eb margjinalizuara si grat\u00eb, t\u00eb rinjt\u00eb, personat me aft\u00ebsi t\u00eb kufizuara dhe pakicat etnike. Fol\u00ebsit theksuan se, edhe pse ekzistojn\u00eb kuadrot ligjore, pengesat praktike \u2014 si ambientet e paaksesueshme, mungesa e transportit dhe p\u00ebrjashtimi gjuh\u00ebsor \u2014 shpesh pengojn\u00eb pjes\u00ebmarrjen.<\/p>\n<p data-start=\"1526\" data-end=\"2208\">Organizatave t\u00eb shoq\u00ebris\u00eb civile (OShC) u njihet nj\u00eb rol ky\u00e7 n\u00eb mbushjen e k\u00ebtyre boshll\u00ebqeve. Prania e tyre e besueshme brenda komuniteteve u mund\u00ebson atyre t\u00eb mobilizojn\u00eb grupe t\u00eb ndryshme, t\u00eb rrisin nd\u00ebrgjegj\u00ebsimin dhe t\u00eb promovojn\u00eb besimin tek institucionet publike. Strategjit\u00eb inovative t\u00eb komunikimit \u2014 q\u00eb nga platformat digjitale si WhatsApp dhe Viber deri te njoftimet e printuara n\u00eb dyqanet lokale \u2014 kan\u00eb rezultuar efektive n\u00eb arritjen e popullatave t\u00eb n\u00ebn-p\u00ebrfaq\u00ebsuara. P\u00ebr m\u00eb tep\u00ebr, p\u00ebrdorimi i t\u00eb dh\u00ebnave t\u00eb ndara sipas gjinis\u00eb, mosh\u00ebs, etnis\u00eb dhe aft\u00ebsis\u00eb gjat\u00eb konsultimeve ndihmon p\u00ebr t\u00eb monitoruar gjith\u00ebp\u00ebrfshirjen dhe p\u00ebr t\u00eb p\u00ebrshtatur strategjit\u00eb e angazhimit.<\/p>\n<h3 data-start=\"2210\" data-end=\"2258\">Transparenca dhe Llogaridh\u00ebnia n\u00eb Praktik\u00eb<\/h3>\n<p data-start=\"2260\" data-end=\"2585\">Nj\u00eb aspekt tjet\u00ebr i r\u00ebnd\u00ebsish\u00ebm q\u00eb u diskutua ishte transparenca n\u00eb procesin e konsultimeve. P\u00ebr t\u00eb rritur besimin publik, komunat duhet t\u00eb raportojn\u00eb qart\u00eb se cilat propozime qytetar\u00ebsh pranohen ose refuzohen \u2014 dhe pse. Ky nivel p\u00ebrgjegj\u00ebsie jo vet\u00ebm q\u00eb forcon besimin, por gjithashtu nxit angazhimin m\u00eb t\u00eb thell\u00eb qytetar.<\/p>\n<p data-start=\"2587\" data-end=\"3027\">Facilitator\u00ebt gjithashtu luajn\u00eb nj\u00eb rol jetik n\u00eb krijimin e hap\u00ebsirave gjith\u00ebp\u00ebrfshir\u00ebse. U identifikuan udh\u00ebzime dhe trajnim p\u00ebr facilitator\u00ebt si mjete t\u00eb domosdoshme p\u00ebr t\u00eb parandaluar mbizot\u00ebrimin e z\u00ebrave t\u00eb caktuar dhe p\u00ebr t\u00eb siguruar dialog t\u00eb barabart\u00eb.<\/p>\n<h3 data-start=\"3029\" data-end=\"3086\">Mb\u00ebshtetja Institucionale dhe Boshll\u00ebqet e Mbartura<\/h3>\n<p data-start=\"3088\" data-end=\"3595\">Pavar\u00ebsisht ekzistenc\u00ebs s\u00eb mandateve komb\u00ebtare q\u00eb k\u00ebrkojn\u00eb nga ministrit\u00eb t\u00eb alokojn\u00eb buxhete t\u00eb ndjeshme ndaj gjinis\u00eb dhe t\u00eb raportojn\u00eb mbi to, zbatimi n\u00eb nivel lokal mbetet i paq\u00ebndruesh\u00ebm. Shum\u00eb komuna kan\u00eb miratuar rregullore q\u00eb mb\u00ebshtesin buxhetimin pjes\u00ebmarr\u00ebs, por thell\u00ebsia dhe cil\u00ebsia e k\u00ebtyre proceseve ndryshon. Ndihma e vazhdueshme n\u00eb nd\u00ebrtimin e kapaciteteve, vullneti politik i q\u00ebndruesh\u00ebm dhe mb\u00ebshtetja institucionale jan\u00eb t\u00eb nevojshme p\u00ebr t\u00eb p\u00ebrkthyer politik\u00ebn n\u00eb praktik\u00eb t\u00eb ndikueshme.<\/p>\n<p data-start=\"3597\" data-end=\"4055\">Sesioni gjithashtu vuri n\u00eb pah sfida specifike, si p\u00ebrshtatjet e pamjaftueshme p\u00ebr personat me aft\u00ebsi t\u00eb kufizuara dhe mungesa e aksesit gjuh\u00ebsor p\u00ebr komunitetet minoritare. Nj\u00eb shembull urgjent q\u00eb u ndan\u00eb ishte mosfinancimi i pajisjeve mjek\u00ebsore t\u00eb specializuara p\u00ebr f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizuara, pavar\u00ebsisht angazhimeve publike t\u00eb m\u00ebparshme \u2014 duke theksuar nevoj\u00ebn p\u00ebr veprim t\u00eb q\u00ebndruesh\u00ebm dhe buxhetim realisht t\u00eb orientuar nga nevojat e komunitetit.<\/p>\n<h3 data-start=\"4057\" data-end=\"4107\">Roli i Shoq\u00ebris\u00eb Civile dhe Hapat e Ardhsh\u00ebm<\/h3>\n<p data-start=\"4109\" data-end=\"4434\">Gjat\u00eb gjith\u00eb sesionit, roli i shoq\u00ebris\u00eb civile u theksua vazhdimisht si nj\u00eb forc\u00eb drejt ndryshimit. OShC-t\u00eb jo vet\u00ebm q\u00eb rrisin nd\u00ebrgjegj\u00ebsimin dhe lidhin komunitetet me institucionet qeveritare, por gjithashtu avokojn\u00eb p\u00ebr politika gjith\u00ebp\u00ebrfshir\u00ebse dhe investime t\u00eb synuara, si subvencionet p\u00ebr grat\u00eb n\u00eb bujq\u00ebsi dhe sport.<\/p>\n<p data-start=\"4436\" data-end=\"4771\">Pjes\u00ebmarr\u00ebsit rekomanduan institucionalizimin e modeleve t\u00eb suksesshme, thjeshtimin e materialeve t\u00eb komunikimit dhe organizimin e konsultimeve t\u00eb synuara dhe t\u00eb p\u00ebrgjithshme. K\u00ebto strategji do t\u00eb siguronin p\u00ebrfaq\u00ebsim m\u00eb t\u00eb gjer\u00eb dhe do t\u00eb ndihmonin n\u00eb p\u00ebrfshirjen e praktikave t\u00eb buxhetimit gjith\u00ebp\u00ebrfshir\u00ebs n\u00eb qeverisjen afatgjat\u00eb.<\/p>\n<h3 data-start=\"4773\" data-end=\"4788\">P\u00ebrfundim<\/h3>\n<p data-start=\"4790\" data-end=\"5326\">Sesioni i prillit 2025 konfirmoi se, megjith\u00ebse \u00ebsht\u00eb b\u00ebr\u00eb p\u00ebrparim n\u00eb buxhetimin pjes\u00ebmarr\u00ebs dhe t\u00eb ndjesh\u00ebm ndaj gjinis\u00eb, shum\u00eb mbetet p\u00ebr t\u2019u b\u00ebr\u00eb. P\u00ebrfshirja e v\u00ebrtet\u00eb dhe zbatimi efektiv k\u00ebrkojn\u00eb bashk\u00ebpunim t\u00eb vazhduesh\u00ebm, kreativitet dhe p\u00ebrkushtim nga t\u00eb gjith\u00eb aktor\u00ebt.
