Women\u2019s travel patterns are characterized by frequent, multi-stop, time-sensitive\n\u201ctrip chaining\u201d linked to childcare, eldercare, healthcare access, and household management. Yet\ntransport systems across the region are not designed to accommodate these realities.\nThe research confirms that transport is not gender-neutral infrastructure. It determines access\nto employment, healthcare, education, markets, and public life. It draws on evidence generated\nthrough the sub-granting scheme of the project Strengthening Transparency and Accountability\nfor Gender Equality in the Western Balkans and Moldova (Gender Budget Watchdog Network Phase\nII), financed by the Austrian Development Agency and the Swedish International Development\nCooperation Agency and implemented by the Centre for Research and Policy Making (CRPM).\nThe case study responds directly to the Bel\u00e9m Gender Action Plan (GAP) 2026-2034, adopted at\nCOP 30, by showing how gender-responsive climate action can be operationalized in local DRR\nsystems. The Bel\u00e9m GAP calls for stronger institutional capacity, gender- and age-disaggregated\ndata, women\u2019s full and meaningful participation, coherence across climate and gender policy,\ngender-responsive finance and budgeting, and improved monitoring and reporting.
